| In 1990, the ICAO divisional meeting was informed of the VHF communication problems Europe was facing. It was stated that if no measures were taken, the VHF communication band (118-137 MHz) would be fully saturated by approximately 1996 for the core area of Europe. Various measures were taken to relieve the channel congestion not requiring system changes. However, an evaluation of the problem concluded that a split from the present 25 kHz channel bandwidth to 8.33 kHz was the only available solution to satisfy the expected growth in time. The conclusion was endorsed at the 1995 ICAO divisional meeting and Europe started to plan the 8.33 kHz implementation set for 1 January 1999. However, during the ACG meeting held in Brussels (June 1998) it was foreseen that the date could not be met, mainly due to the low rate of equipage of the concerned aircraft. The AGC decided that a delay was inevitable and requested the 8.33 PMC (Project Management Cell) to re-assess the situation and propose a new date. The new date that was proposed by the 8.33 PMC to the special AGC meeting that was held in Brussels (23rd July 1998) is 7th October 1999. The proposal was adopted by the meeting, so 7th October 1999 is now the official and FINAL date for 8.33 kHz implementation. | |
